PDF to HTML

Convert a PDF into an HTML web page.

or drop PDF here

Runs in your browser — your file never leaves your device.

Rebuild a PDF as a web page, in your browser, without uploading it. Headings, paragraphs, lists and tables come across with the original fonts, sizes, bold and italic preserved, and PDF links stay working links. The output reflows at any window width, so it reads properly on a phone — something a converted image never does. Images and drawings are not carried over, and text arrives in black because a PDF's text layer does not expose colour.

How to use PDF to HTML

  1. Click "Select PDF file" and choose the PDF to convert.
  2. Click "Convert to HTML" and wait while the pages are read.
  3. Download the .html and open it in a browser. Resize the window to confirm the text reflows rather than staying fixed.

Who it is for

PDF to HTML is for turning a print document into something that reads well on a phone or can be pasted into a content system: a brochure that has to go on a website, a report for a mobile audience, a document that needs to reflow rather than stay fixed at page width. It is also used when someone needs the text of a PDF as markup rather than as plain text.

How it works

  • Text is grouped into lines, then into blocks by position and spacing, and those blocks become headings, paragraphs, lists and tables rather than a flat run of characters.
  • The output is HTML with the structure preserved, so it reflows at any window width instead of being locked to a page size.
  • Font family, size, bold, italic and links are carried across, with PDF links kept as working anchors.

What it cannot do

  • Images and drawings are not carried over — only text is read.
  • Text colour is unavailable from the text layer, so everything arrives black.
  • The layout is deliberately not preserved: it reflows. A design where position carries meaning will not survive.
  • A scan has no text layer; the tool detects it and points at OCR PDF rather than returning an empty page.

Frequently asked questions

Why are the images missing?

Only the text layer is read. Pictures and vector drawings are not text and are not carried across, so a page built around a diagram comes through with a gap. There is no reliable way to lift those from a PDF's text layer.

Why is all the text black?

A PDF records the characters, positions and font sizes, but the colour is applied by graphics operators the text layer does not expose. Rather than guess a colour, the tool uses black, which is right for most documents.

Does it keep the layout?

It keeps the structure — headings, paragraphs, lists, tables — and lets the page reflow. That is deliberate: a fixed-position copy of a PDF page is unreadable on a phone, which is the main reason to convert to HTML at all.

My scanned PDF produced an empty page.

A scan has no text layer. The tool detects that and points you at OCR PDF rather than handing back nothing — run the scan through OCR first, then convert the result.

Is my document uploaded?

No. The PDF is read by pdf.js and the HTML is generated in your browser, so nothing is transmitted.
